Mission statement


To divert alcohol and drug abusing offenders from the normal criminal justice process by providing frequent judicial oversight, intensive supervision, and treatment through a holistic approach to positively impact offender lifestyle and community safety.

What is Treatment Court?

In the 22nd Judicial Circuit Court in St. Louis, treatment court services are available to adults in the criminal justice system, parents with addiction issues and veterans faced with criminal charges.

The Treatment Courts (Adult, Veteran and Family Treatment Court) are specialized dockets in the court system designed to offer substance abuse treatment combined with supervision and judicial oversight to equip participants with the
 tools necessary to obtain sustained recovery and be productive contributors to their families and the community.

Participants receive treatment, undergo frequent random drug and alcohol testing, meet probation officers and case managers and appear before commissioners during regular court sessions. Prior to each court appearance, treatment court staff meet in a non-adversarial environment to review participants' progress.


Commissioners address each participant's progress in open court to determine the appropriate course of action in each case. Assessments and treatment plans are individualized to address the clinical needs of each person. Services may include trauma and mental health treatment, educational and vocation counseling, housing assistance, medical health referrals and life skills building.

The St. Louis Treatment Court also offers a Veterans Court, which seeks to divert military veterans with mental health and/or substance abuse disorders from the criminal justice process by providing frequent judicial oversight, intensive supervision and treatment through a holistic approach to positively impact offender lifestyle and community safety.

The treatment court concept emerged from the realization that many people engage in criminal behavior to support their drug addiction.  By offering court-monitored treatment, the St. Louis Treatment Courts aim to decrease the prevalence of drug addiction and drug-related crimes in this community by breaking the damaging and costly cycle of addiction, crime and incarceration.
