Accessibility and Interpreters


The 22nd Judicial Circuit Court in St. Louis, Missouri, takes appropriate steps to ensure that communication with litigants, participants, jurors and members of the public with disabilities are effective. No qualified individual with a disability will be excluded, by reason of such disability from participation in or be denied the benefits of the services, programs or activities of the court or be subjected to discrimination by the court.

Parking

There is no designated free parking for the public at the Civil Courts Building and Carnahan Courthouse in downtown St. Louis. Metered spaces designated for persons with disabilities are available on the north side of the Civil Courts Building, 10 N. Tucker Boulevard, 63101, on Chestnut Street near the Tucker Boulevard intersection (on the west), as well as on the 11th Street side, which is bounded by Chestnut Street on the north and Market Street on the south.

Metered spaces designated for persons with disabilities are available on the east side of the Carnahan Courthouse, 1114 Market Street, 63101 on 11th Street, which is bounded by Market Street on the north and Walnut Street on the south. Available parking includes a space for a van with an adjacent open area for loading and unloading a wheelchair.

Parking for our Family Court-Juvenile Division, 920 N. Vandeventer Avenue, 63108, is available on the large parking lot located on the west side of the building, which is bounded on the west by Vandeventer Avenue, on the north by Bell Avenue, and on the south by Enright Avenue.

Wheelchair-Accessible EntrancesThe wheelchair-accessible entrance for the Civil Courts Building is located on the west side of the building (Tucker Boulevard, bounded by Chestnut Street on the north and Market Street on the south). The wheelchair-accessible entrance for the Carnahan Courthouse is on the east side of the Carnahan Courthouse on 11th Street, bounded by Market Street on the north and Walnut Street on the south.

The wheelchair-accessible entrance for the Family Court-Juvenile Division, 920 North Vandeventer Avenue, is on the south side of the building at Enright Avenue, bounded by North Vandeventer Avenue on the west and Spring Avenue on the east. A driveway is on the north side of Enright Avenue and leads to an interior courtyard with accessible parking. Accessible entry to the main court building is via a door with a doorbell on the northwest corner of the courtyard. A security officer will respond, and after a security check, will direct the person to the appropriate office n the first floor. If access to the second floor is needed, a security officer will unlock the unmarked door on the southwest corner of the courtyard and direct the person to that door to access the elevator. If we have inclement weather, the security officer will assist the person with getting to the appropriate second-floor office via elevator or less direct route. 

All three buildings are equipped with elevators.
Foreign Language Interpreters
Language Access Plan - 2022

The court shall appoint qualified interpreters in all legal courtroom proceedings in which a non-English speaking person is a party or a witness unless the right to do so has been waived.

Under 476.803 RSMo., the court must provide qualified interpreters and translators in all legal courtroom proceedings in which the non-English speaking person is a party or a witness. The Court may accept a waiver of this right so long as it is determined that the waiver has been made knowingly, and any such waiver may be retracted at any time.

In accordance with Executive Order 13166 issued by former President Bill Clinton, all recipients of federal assistance must provide meaningful access to programs and services to people with limited-English proficiency in compliance with Title VI of the Civil Rights Act of 1964. Recipients risk losing federal assistance when language assistance is not provided. The 22nd Judicial Circuit Court receives federal funds and Title VI would apply.
